WSP is currently initiating a search for a Lead Stormwater/Utility Engineer for our Virginia Beach, VA or Richmond, VA office to support and expand the Water Business Unit in the Virginia Beach, VA/Hampton Roads area. Be involved in projects with our Water Resources Engineering Team and be a part of a growing organization that meets our client’s objectives and solves their challenges.
The successful candidate will support the planning, design, and preparation of contract documents for construction of stormwater and utility infrastructure, conveyance systems, pump stations, water and sewer distribution, significant utility relocations, resilient infrastructure, flood control, and road restoration. This is an excellent technical leadership position for a proficient engineer to support complex high-profile projects in an internationally recognized global firm in a field designated for expansion.

Provide engineering services and project/task management of stormwater and utility infrastructure projects including planning, design, construction document preparation, specifications, cost estimates, and construction management.
Provide support for projects involving conveyance, pump stations, utility relocations, and roadway restoration.
Preparation of construction documents including design drawings, specifications and cost estimates.
Perform high-level professional engineering work and conduct investigations, analysis, and inspections relating to stormwater and utility infrastructure, conveyance systems, pump stations, water and sewer distribution, significant utility relocations, resilient infrastructure, flood control, and road restoration and comply with applicable rules, standards, and construction or operating permit requirements.
Coordinate, review and approve design plans, ensuring data integrity and work is compliant with all applicable codes, ordinances, and regulations.
Prepare comprehensive technical reports for the presentation of complex data, findings, or analyses.
Perform concept level design of treatment works and analyze hydrologic and hydraulic models and computations for stormwater and utility infrastructure planning.
Permitting, public participation, and coordinating/interacting with regulatory agencies, subcontractors, and clients in a confident and professional manner.
Oversee and monitor cross-functional teams in executing mid-level projects including project budgets, tracking hours and expenses, and task completion.
Collaborate with professionals from a variety of disciplines to provide future ready solutions for clients.
Remain current in latest water resources engineering techniques.
Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
Perform additional responsibilities as required by business needs.
Who You Are
Bachelor’s Degree in Civil or Water Resources Engineering or closely related discipline.
7 to 10 years of relevant post education experience in water resources engineering including experience with hydraulic modeling of open-channel and closed conduit systems, design of water distribution, storm drain and/or sanitary sewer systems.
Professional Engineer license required.
The ability to manage several projects concurrently, provide senior-level input and evaluation on projects, and serve as technical leader.
Proficient knowledge of related engineering principles, practices, process, design/build, and the application to permitting and project work-related issues.
Well-defined knowledge with Stormwater Management, Drainage, Erosion and Sediment Control, Hydrology & Hydraulics Design, Watershed Studies, Floodplain Delineation, etc.
Experience with project and client development/relationship management.
Proficient ability to coordinate with agency regulators and understand requirements.
Well-defined specific knowledge of relevant environmental laws, regulations, compliance practices, and record-keeping requirements.
Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
Ability to work independently and provide guidance and leadership to junior team or project members, with strict adherence to QA/QC.
Adept at coordinating technical matters with public and private groups.
Proficient understanding of and well-defined experience with surface water analysis, hydrologic methodologies/models, hydraulic models, and with AutoCAD, MicroStation, Bentley design products, project collaboration software, and ArcGIS software.
Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from testing results, data collation, statistical analysis and arriving at the most effective, economical, and logical solution.
Demonstrated effectiveness at coordinating and assertively directing subcontractors and others to consistently complete tasks safely and efficiently.
Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
Ability to travel to project sites.
Occasional travel may be required depending on project-specific requirements.
Master’s Degree in Engineering.
Experience with HEC-RAS, EPA SWMM, HY-8, HydroCAD or similar software.
Experience with pump station design/rehabilitation, sewer rehabilitation and replacement, trenchless technology, utility relocation/offsets, and working in urban rights-of-way.
Affiliations with professional societies and active industry and community involvement.
Local candidates preferred.
